You can take a look at OpenEmbedded. It uses 'receipes' to build a rootfs
image from scratch by downloading and compiling all the sources from grounds
up. I think it already contains receipes for Qtopia, which you can alter to
do build the package as you want.
I took a seminar on this and it looked very solid, however I didn't try it
myself (I always used rootfs from the vendor of the embedded device). See
