There are lots of ways to generate a rootfs. For the Greenphone, 
Trolltech created our own, using crosstool to make the cross compiler. 
There is a script we wrote to compile the needed parts.

Of course there is openembedded, or T4. There is buildroot using ulibc 
as well that works great.
