qtconfig not build if qt3support turned off

I noticed that I don't have the qtconfig binary anymore if I don't build in
qt3support. Is this intentional? It seems that qtconfig provides the means of
configuration that isn't really related to qt3support.

Yes, I've noticed that. There are a few places in qtconfig that depend
on qt3support, but last time I had a look at it I wasn't able to figure
whether this is on purpose (for setting obsolete Qt 3 properties for
example) or something that waits to be changed.
