I can't find Qt 3.3.8[1] GPL for download. The last version in
ftp://ftp.trolltech.com/qt/source is 3.3.7

Usually the commercial packages get released a little bit earlier than
the others (don't ask why - just personal experience)
And as it is out for only two days ...

That's because paying customers then have some time for downloading
before the massive crowd of worldwide Qt users eats up the bandwidth of
the Trolltech servers ;)
