There was some work done on the GIMP (http://gimp.org) a while ago to
enable the use of Photoshop plugins. That was based on WINE, but used a
restricted subset to implement the Photoshop-side plugin interface.
You might find that to be an interesting starting point, depending on
the type of DLL you wish to use.
