Configuring 4.4.0-snapshot with win32-msvc

I am attempting to confiure the 4.4.0-20070906 snapshot with the win32-msvc
platform
However when I try this the configure application tells me that win32-msvc
is an invalid platform
I am assuming that this has something to do with the license, as win32-msvc
is only available with the commercial license which I am using.
How are you supposed to link to the license ? I currenlty have a copy of the
license in my home directory (C:\Documents and Settings\<userName>) where
previous versions have been able to find it succesfully
