Qtopia rootstrap

I was curious how most developers approach building a rootstrap for
Qtopia. Scratchbox is rather ideal for rootstrap builds, especially
if you base your packaging system off of debian. But the other key
benefit of Scratchbox is the chroot shell environment. For example,
if my embedded device uses gstreamer 0.10 but my desktop uses
gstreamer 0.8, there is no fear of creating incorrect dependencies as
long as a do my development and testing within Scratchbox.
How is this handled for Qtopia development?
